Lake Forest, incorporated in 1991, was originally known as El Toro. It was the epicenter of the Saddleback Valley from the late 1800's to the late 1900's. The core city has recently undergone a commercial resurgence and expanded its limits to include the newer communities of Foothill Ranch and Portola Hills. The city has two lakes from which the city gets its name. The City's focus is to respect the natural environment; as evidenced by the abundance of green parks and numerous trees. Lake Forest is ranked as one of the safest cities in the Country.
